If in Oracle EBS R 12 Export to Excel throgh forms is not working below is the work around.
1. Contact your DBA to correct the tablespace CTXD issue--as well as other named tablespace (SYSAUX...)
Recommended action: Add an additional datafile to the CTXD tablespace

If you still do not see the save dialog then keep pressing the Ctrl Key.
